In a similar vein, Munster don't want a precedent for fringe players moving an hour up the road.
Conversely, why would Connacht develop a Munster player when we have the likes of Kearney and Browne on our books?
In short, there could be any number of reasons, and I'll bet they're rooted in hard nosed practicality rather than pride.

Very strange how much is going on with the Welsh regions given their precarious position.
Though one way of looking at it is that the Welsh regions either go on as usual with Pro12 and ERC or if they get their way they have the AW league. Ireland could actually be viewed as being in a more precarious position. If the Welsh regions manage to pull out of the Pro12 at best Ireland will be involved in a very weak league. I wonder if any of this had an effect on Penney leaving Munster?

Why don't Irish provinces, especially Connacht, do this more often. A season loan out west( or anywhere) can benefit player and both provinces.
I'd say most of the provinces don't do it as they don't want to give the others an advantage. Ulster/Munster/Leinster are all in the hunt for the same two trophies. Why they don't lend to Connacht is baffling.
