Not anymore, that was one of the changes (to Wales A) as part of the 3/5 Year Residency negotiations at World Rugby....
U20's are no longer recognised as Wales' second team...

It's actually even more complicated than that. If you play for your countries second team that ties you if and only if you have played for the second team against another country's second team. So if you played for Ireland A vs England A, you're tied, but if you played for Ireland A vs. Wales A you're not. From 1 January next year u20s sides can no longer be nominated as a nation's second side. Also you are not tied to a country for playing 7s if you're under the age of 20 when you play unless you play for them at the Olympics I believe.

Either way MacGinty not being able to play for Ireland makes perfect sense even if it is disappointing for us in particular. You can't have senior players being able to switch allegiances, it's not workable, and you absolutely can't make exceptions for one player no matter the circumstances. He's not the first player to be stung (see Isa Nacewa and his 2 mins off the bench for Fiji) and he won't be the last, but that's life.

AFAIK, its not so simple, unfortunately. World Rugby's Regulation 8 governs a players eligibility to play international rugby.

Among other things, A player cannot represent a national team if h/she has already represented another national team at senior level. The complication, however, is that different countries have different rules on what constitutes a senior level. Sevens counts, providing he/she plays against another national sevens (this rule excluded the chance of Paul Warwick getting capped for Ireland as he played Sevens for Oz). The senior 15-a-side national representative team is obvious: play in a Test match and you are tied to that country

In addition, if a player plays for a country’s ‘next senior 15-a-side national representative team’ they are committed to that nation. This is where it gets confusing: The Wolfhounds are Ireland’s second team and the Saxons are England’s but Wales and France have designated their U20 teams as their next 15-a-side representative team. This rule prevented Steven Shingler from switching to Scotland after he had been capped for Wales at U20 level.
