Two things occurred to me as I read this:
(1) Barmy the Dinosaur compares Connacht Rugby to Sue Pollard, and it's by far the nicest thing he's ever said about us.
(2) Immediately following my usual reaction - "What a ****" - I could hear my father growling "****s are useful" back at me.

I imagine this is about the reporter at the council meeting knowing squat about rugby.
