I think it was originally planned as part of a player management scheme for each union, and gives them time to give the players a rest before the Autumn Internationals.
Of course, there are no Autumn Internationals this year, so the idea of resting the players who wouldn't be be selected for the international games is a bit silly. Especially seeing as in the last few years we've had games called off in winter and we've had to find midweek times to fit them in later.

Works well for the teams that have players returning from the RWC. Saying that it does give our walking wounded a chance to recover, particulalry useful heading into the HEC. But I’d still like to see our extended squad playing a few friendlies (not AIL) so that they are sharp if required to be called upon when the league resumes. I know the squad have this week off and a few are heading off on travles but I guess they’ll come back to heavy schedule of training and analysis during the latter two weeks. Sure hope to god that they review the performences thus far, certainly some scope for improvement especialy as the sides they face fro now on will be closer to full strength as the Internationals become available..

True, now would be a good time for an 'A' game.
I wouldn't be too worried about the internationals. For the most part they'll be kept safe for the HEC games and in the case of the Irish players they'll be wrapped up by the player management scheme. It's not as if the overall quality of the Pro12 is about to shoot up.
